The main purpose is to provide general guidelines on re-testing for germination of carry over seed lots of inbred and hybrid rice seeds to ensure and sustain an adequate supply of seeds of desired quality.

The guidelines are promulgated pursuant to the Implementing Rules and Regulations of the Seed Industry Development Act of 1992.

Seed re-testing must be applied on carry over seed lots of previous harvest that passed the seed testing and certification standards.

The first re-test must be done four months after the initial seed test.

Only Deputized Seed Inspectors and/or personnel from the National Seed Quality Control Services (NSQCS) are authorized to draw and submit seed samples for re-testing.

Seed treatment must be applied before sampling, all bags of the seed lot should be re-processed, bagged, and then sampled according to NSQCS prescribed procedures. Also, a notice for re-processing must be issued to the seed grower or owner by authorized personnel.

Sampling must be done in accordance with Administrative Order No. 21, series of 2007.
