All executive functions are directly under the Executive Department and subject to the supervision and control of the President of the Philippines on matters of general policy; the President is treated as the Department Head of the Executive Office and other offices not assigned to any Department by law.
Each Department Secretary assumes the burden and is responsible for all activities of the Government under his control and supervision.
Ten executive departments: Foreign Affairs, Finance, Justice, Agriculture and Natural Resources, Public Works and Communications, Education, Labor, National Defense, Health, and Commerce and Industry.
The President is considered Department Head of: the Executive Office, Local Governments, the Budget Commission, the Bureau of Civil Service, Civil Service Board of Appeals, National Economic Council, National Security Council, Philippines Heraldry Committee, National Intelligence Coordinating Agency, Import Control Administration, Philippine Information Council, National Planning Commission, Social Welfare Administration, Philippine Charity Sweepstakes Office, Civilian Emergency Administration, Board of Review for Moving Pictures, and all other offices/branches not assigned by law to any Department.
They are merged to constitute the Social Welfare Administration.
The Radio Broadcasting Board is abolished, and its personnel, powers, duties, functions, activities, equipment, materials, properties, records, and unexpended fund balances are transferred to the Philippine Information Council.
It creates the Games and Amusements Board under the Executive Secretary. The Racing Commission, Boxing and Wrestling Commission, and Jai-Alai are consolidated and transferred to the Games and Amusements Board, with members assigned respectively to administer horse racing, boxing/wrestling, and Jai-Alai.
Composed of: the Undersecretary of Public Works and Communications as Chairman; Director of Information; Collector of Internal Revenue; Director of Public Schools; and Director of Posts as members. The President may appoint additional members if needed, and the Chief of the Radio Control Division of the Bureau of Telecommunications serves as Secretary of the Radio Control Board.
It transferred the Radio Control Board (and its components) from the Department of Commerce and Industry to the Department of Public Works and Communications.
It was abolished, and its powers, duties, functions, and assets/records/personnel (except the Chairman, members, and executive secretary) were transferred to the Department of Foreign Affairs.
The Legal Aid Office created under RA 80 and the Office of People’s Counsel under Commonwealth Act 146 (as amended) were abolished. The Office of Special Attorneys under RA 311 was abolished and its functions were assumed by provincial and city fiscals. The Tenancy Law Enforcement Division under CA 413 was abolished and transferred its functions/personnel to the Court of Industrial Relations.
Copyright administration functions under the Patent Office (RA 167) were transferred to the Bureau of Public Libraries and Museum, including the relevant records, equipment, and personnel.
It created the Placement Bureau, with a chief called the Director of Placement, to assist applicants for employment in the civil service and to provide placement services, gather labor statistics, and support employment schemes under the Department of Labor.
The Director of Placement, in consultation with the Commissioner of Civil Service, prepares an eligible list arranged by priority of choice, and only names submitted by the Director of Placement are considered for appointment; no appointment is approved by the Bureau of Civil Service.
The Institute of Nutrition under the Executive Office was transferred to the Department of Health. Additionally, divisions of the Institute of Science (Division of Biological Research and Division of Food Technology) were transferred to the Institute of Nutrition, while the remaining divisions were organized into the Institute of Applied Science and Technology placed under the Administrator of Economic Coordination.
They are entitled to a gratuity equivalent to one month salary for every year of continuous satisfactory service, with caps: not exceeding 12 months; if less than one year but at least six months—one-half month salary; reintegration requires refund of the unreceived portion; payment schedules depend on the total gratuity due.
