Proclamation No. 599 declares the Saturdays and Sundays of March and October of every year as Barangay Assembly Days.

All persons who are actual residents of the barangay for at least six (6) months, fifteen years of age or over, citizens of the Philippines, and duly registered in the list of barangay assembly members.

The barangay assembly is required to meet at least twice a year.

To hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances, as well as problems affecting the barangay.

To provide flexibility in the scheduling of Barangay Assembly Days due to clashes with special holidays such as Black Saturday and to avoid election campaign periods, ensuring wider participation.

It amended the proclamation to declare the last Saturday of March and the second Sunday of October as Barangay Assembly Days starting 2011, adjusting the October assembly day to avoid election campaign periods.

For various compelling reasons including avoidance of clashes with public holidays such as Black Saturday to ensure better attendance.

To allow barangays to hold assemblies on any of these days, promoting wider participation of barangay constituents and greater transparency and accountability for barangay officials.

Barangays are enjoined to hold their respective barangay assemblies in March and October of each year on any Saturday or Sunday to ensure the widest participation of their constituencies.
