The Board for Social Workers mandates the full computerization of the Social Work Licensure Examination to enhance credibility, expedite result releases, and improve regulatory oversight, effective June 1994.

To fully computerize the Social Work Licensure Examination to keep pace with technological modernization and globalization.

Credible, qualitative, and efficacious examinations that gain public trust; expeditious releases of results; and ample time for the Board to exercise regulatory powers and functions.

Res. No. 265 (Series of 1993) directing that examinations of all professions under Commission jurisdiction “shall be fully computerized in 1993” except those with examinees below 1,000, which shall be programmed in 1994.

It uses a question data bank from which questions are extracted and randomly arranged by the computer.

The Board Member assigned to the subject frames/formulates his/her own questions or adopts those supplied by the academe after modification/reformation; each question must be appraised by a technical expert (if necessary) for objectivity, validity, reliability, efficacy, and must be unambiguous, definite, and allow only one definite correct answer.

70% objective and 30% subjective.

Initially no less than 500 questions per subject; and at least 300 additional questions for every succeeding examination to reach an optimum ideal number of at least 3,000.

Questions are withdrawable or replenishable with those abreast of economic, social, technological, and scientific advances and globalization of the profession.

The questions become the intellectual property of the Commission; the Board Member who formulated and inputted them loses the right to withdraw them.

They review the questions in the question bank, may reword or delete any of them, and add their own questions.

The computer randomly extracts/withdraws the required number of questions from the bank, which is randomized to produce at least two (2) sets with different chronological arrangements of questions.

They are not allowed to get out until after the lapse of one (1) hour from the start of the examination for the concerned subject; NBI agents, security officers, designated persons, and even authorized observers must be stationed outside to watch and safeguard proceedings.

Ensure tamper-free computer programs/files; adopt multiple passwords so no one person has complete control or access; designate three (3) responsible key officials.

Objective multiple-choice questions are corrected and rated through an OMR (Optical Mark Reader) Machine; subjective questions (problem solving, drawing, essay) may be corrected via OMR or manual process.

Effective after fifteen (15) days following its publication in the Official Gazette or any newspaper of general circulation, whichever is earlier—upon approval by the Commission.
