The Board for Librarians mandates the full computerization of the Librarian Licensure Examination starting December 1994 to enhance credibility, expedite results, and improve regulatory oversight through a comprehensive question bank and advanced testing methods.

To fully computerize the Librarian Licensure Examination starting in the December 1994 schedule, as a measure of technological modernization and improved examination integrity, timeliness of results, and better allocation of the Board’s regulatory functions.

Examinations of all professions under PRC jurisdiction and supervision were directed to be fully computerized in 1993, except professions with examinees below 1,000, which were to be programmed in 1994.

It involves not only the correction and rating of test papers, but also the use of a question bank data system from which questions are extracted and randomly arranged by the computer.

Frame/formulate his/her own questions or adopt questions supplied by the academe after modifying or reforming them, ensuring each question is appraised for objectivity, validity, reliability, and efficacy; unambiguous; and calling for only one definite correct answer.

70% objective and 30% subjective.

Initially at least 500 questions per subject; and no less than 300 new questions for every succeeding examination to reach an optimum ideal number of at least 3,000 questions.

Once questions are fed into the question bank, they become the intellectual property of the Commission, and the Board Member who formulated and inputted them loses the right to withdraw them.

The newly appointed Board Member assigned to the subject, or the incumbent Board Member reassigned to the subject out of rotation by the Chairman.

The Board Member shall randomly extract the required number of questions from the randomized question bank to produce at least two (2) sets, each having different chronological arrangements for printing and distribution.

Authorized persons present in the confidential room shall not be allowed to get out until after the lapse of one (1) hour from the start of the examination for the concerned subject.

Agents of the NBI, security officers, designated persons, and even authorized observers must be stationed outside the confidential room to watch and/or safeguard the proceedings.

Computer programs and files must be ensured to be tamper-free; multiple passwords must be adopted so no one person has complete control or access; and three (3) responsible key officials must be designated.

Objective multiple-choice answers are corrected and rated through an OMR (Optical Mark Reader) Machine; subjective answers (problem solving, drawing, or essay) may be corrected through the OMR or manual process.

Upon approval by the Commission, it becomes effective after fifteen (15) days following its publication in the Official Gazette or any newspaper of general circulation, whichever is earlier.

It must be disseminated through school/colleges/universities offering the course of Librarianship to all concerned.
