The PRC Board of Electrical Engineering mandates the full computerization of the Electrical Engineering Licensure Examination to enhance confidentiality, expedite result release, and improve regulatory oversight, starting with the October 1993 exam.

It invoked its quasi-legislative power under Sec. 3, Art. 1 of R.A. No. 184 (Electrical Engineering Law) and Sec. 3(1) of P.D. No. 223 (as amended).

It would (1) improve confidentiality, integrity, credibility, and quality of the exam to win public trust; (2) enable the immediate release of exam results; and (3) give the Board more time for supervision, regulation, and control of the profession.

Res. No. 265, Series of 1983, directing that examinations of all professions under its jurisdiction be fully computerized in 1993, except those with fewer than 1,000 examinees which would be programmed in 1994.

Starting with the October 22, 23, and 24, 1993 schedule.

At least five hundred (500) questions per subject as the starting point.

A minimum of three hundred (300) new questions every examination, to reach the ideal optimum of three thousand (3,000) questions or more.

They must be withdrawable and replenishable with new ones so the bank stays abreast of the latest scientific trends in the profession.

Questions personally prescribed/formulated by the Board member, or adopted from questions supplied by the academe.

It must be appraised as to objectivity, validity, materiality, reliability, and efficaciousness.

The expert may assist the Board member in fine-tuning questions to ensure they are unambiguous, definite, objectivity/validity parameters are met, and answerable with one definite correct answer (not merely the 'best' answer).

By degree of comprehensibility (easy, average/moderate, difficult); by level of knowledge (sound, adequate, fair) and proficiency (competent, adequate, fair); and by nature (easy, problem-solving, objective/M.C.Q.).

55% for objective-type questions selected and corrected through the computer, and 45% for problem solving, essay type, or similar questions chosen by the computer but corrected manually.

Security measures to ensure programs/files are tamper-free; multiple passwords; and designation of three (3) responsible key officials to control access.

By randomizing the number and arrangement of questions from the test bank to produce at least two sets (e.g., A and B) with different chronological arrangements for printing/distribution.

Not only correction/rating of test papers, but also other stages/processes involved in releasing examination results.

After fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, upon its approval by the Commission.
