Foreigners found to have previously issued and/or expired fraudulent visas, but have subsequently converted to valid visas and departed from the Philippines, are required to pay fines and penalties imposed by the Bureau of Immigration. Failure to comply may result in visa forfeiture, departure within 15 days, and inclusion in the Blacklist if applicable.

The order pertains to foreigners with expired or previously issued fraudulent entry visas, Temporary Visitor Visas (TVVs), and TVV extension stamps who have subsequently converted to valid visas and departed the Philippines using such valid visas.

They are required to pay an Immigration Arrears Release Certificate (IARC) fee of Fifty Thousand Pesos (P50,000) and an Express Lane Fee of Ten Thousand Pesos (P10,000).

Besides the P50,000 IARC and P10,000 Express Lane Fee, they must also pay updating fees and penalties corresponding to the fraudulent TVVs or TVV extension stamps.

The Port Operations Division (POD), Tourist Visa Section (TVS), Immigration Regulation Division (IRD), Intelligence Division (ID), Alien Control Officer (ACO), and other BI offices.

The POD shall admit the foreigner by virtue of their subsequent valid visa but shall hold the passport and issue an Acknowledgement Receipt, forwarding the passport and incident report to the Legal Division within forty-eight (48) hours.

The AFS must analyze the suspected expired visa within 48 hours of the request and issue a certificate stating if the visa is genuine, fake, altered, counterfeit, fraudulent, or undeterminable, and forward this to the Legal Division and requesting office.

The LD drafts an Order for the Commissioner's signature directing payment of fines, gives the foreigner 15 working days to pay, and endorses records to the Board of Discipline to investigate involved BI personnel.

The Legal Division drafts an Order for the Board of Commissioners to forfeit the subsequent valid visa, direct the foreigner to leave the Philippines within 15 days, and blacklist the foreigner if applicable.
