PROCLAMATION NO. 4

: Proclamation No. 4 declares the period from February 14 to March 31, 1962, as the time for the Fifteenth Annual Fund Campaign of the Philippine National Red Cross.
: The Philippine National Red Cross is officially designated under Republic Act No. 95, as amended by Republic Act No. 855.
: The Philippine National Red Cross assists the Republic of the Philippines in discharging its obligations under the Geneva Convention.
: It depends solely upon voluntary public contributions.
: It is a body corporate and politic duly created by law.
: All national, provincial, city, municipal, and barrio government officials and school authorities are authorized to accept fund-raising responsibilities.
: They are urged to take the initiative and active leadership in their respective communities to support the campaign.
: It symbolizes the national spirit of compassion and aspirations for world peace and understanding.
: The purpose is to raise voluntary public contributions to support the functions and duties of the Philippine National Red Cross in promotion of public welfare, especially in times of emergency.
