The Welfareville property is composed of eighteen (18) parcels of land titled to the national government, located in the City of Mandaluyong.
The Welfareville property is programmed for disposition under the supervision of a Trustee Committee as authorized under Republic Act No. 5260.
Executive Order No. 156 created an Executive Committee to review and recommend to the Trustee Committee a Master Development Plan and the Terms of Reference for the disposition of the Welfareville property.
The Master Development Plan includes provisions for the development and disposition of the Welfareville property through outright sale and joint venture development arrangements with the private sector, including areas specifically designated for socialized housing.
To address with urgency the growing housing problem in the area, the socialized housing component needs to be pursued separately from the areas designated for sale in Phase I and Phase II.
Various approaches including usufruct arrangements are authorized for the development and disposition of areas designated for socialized housing to benefit affected families.
The Executive Committee is directed to immediately review the Terms of Reference and recommend other approaches, including usufruct arrangements, to the Trustee Committee.
The City of Mandaluyong and the National Housing Authority are involved in close coordination to implement the socialized housing project.
The Trustee and Executive Committees are instructed to consider various financing options, including those identified by the City of Mandaluyong.
The Executive Committee must coordinate with relevant government agencies and conduct consultations with the affected communities in the exercise of its powers and functions.
If any provision is declared invalid, it shall not affect the validity of the other provisions.
Executive Order No. 47 took effect immediately upon its signing on October 26, 2001.
