The main purpose of Executive Order No. 270 is to extend the implementation period up to September 30, 2000, for the winding up of operations of the Cordillera Administrative Region (CAR-Proper) as provided under the agency's special provisions in the General Appropriations Act for Fiscal Year 2000.

The Cordillera Administrative Region (CAR) was created by President Corazon C. Aquino under Executive Order No. 220, series of 1987.

CAR was created to administer government affairs in the region, accelerate economic and social growth and development of its units, and prepare the establishment of an autonomous region in the Cordillera.

The Executive Secretary chairs the Special Task Force created to oversee the winding up of CAR operations.

CAR personnel shall be given priority in hiring for existing vacant positions in other government agencies subject to compliance with established qualification standards. Their transfer or re-employment is exempt from the prohibition on new hiring under Administrative Order No. 100 dated December 1, 1999.

Qualified CAR personnel may elect optional retirement as they deem proper and shall receive all benefits, including payment of accrued leave credits, within one month upon filing needed documents.

All assets and liabilities are transferred without cost to the Presidential Adviser for Regional Concerns (PARECO) pending appropriate final disposition.

The skeletal force assists the Special Task Force in winding up CAR operations and safekeeping resources, and members are deemed separated due to abolition of position effective September 30, 2000 unless transferred to other agencies.

Such benefits are sourced preferentially from the Miscellaneous Personnel Benefits Fund and agency savings or augmented by the Department of Budget and Management.

The Special Task Force may request assistance from the Civil Service Commission, the Commission on Audit, and other agencies as necessary.

Any deficiency in paying terminal leave and retirement benefits shall be taken from the Miscellaneous Personnel Benefits Fund.

The Executive Order takes effect immediately upon signing on July 20, 2000.
