The purpose of Letter of Instructions No. 1044 is to extend the implementation of the Balik-Scientist Program for five years to boost and strengthen agricultural and rural development through research and extension programs, especially amidst the International Energy Crisis.
The Ministry of Tourism and the National Science Development Board are directed to implement the extended Balik-Scientist Program.
The main objectives are to continue augmenting the research capability of private and public institutions and agencies, and to strengthen the scientific and technological manpower in government priority areas such as agriculture, energy, and nutrition development.
The program was extended until October 24, 1986.
The continuation and extension are pursuant to the provisions of Presidential Decree No. 819 and the rules and regulations implementing Presidential Decree No. 619.
The additional incentives include: 1) Attendance to international scientific conferences, seminars, and meetings with travel funded by the program at least once per year; 2) Priority in obtaining housing loans from GSIS, SSS, and the Development Bank of the Philippines.
Highly trained overseas Filipino professionals with expertise in government priority areas such as agriculture, energy, and nutrition development who return to the Philippines are the target beneficiaries or "Returnees."
Presidential Decree 819 provides the legal framework and benefits for the Balik-Scientist Program, which is being implemented and extended under this Letter of Instructions.
It envisions that the program will strengthen scientific and technological manpower, enhance research capabilities in priority development areas, and contribute to national goals of food self-sufficiency and rural development.
