The main objective of the energy development program is to develop self-reliance in energy.

The Treasurer of the Philippines is directed to release funds for these purposes.

One hundred ninety-one million, five hundred thousand pesos (P191,500,000) is authorized for release.

The amount will be released out of the Special Fund created pursuant to Section 8(j) of Republic Act No. 6173 as amended.

The funds are to be used in connection with PNOC's geothermal and coal exploration and development programs.

PNOC is directed to submit to the President of the Philippines not later than the end of each year a report accounting for the disbursement and utilization of the funds.

It is addressed to the Secretary of Energy, the Commissioner of the Budget, the Treasurer of the Philippines, and the Chairman of Philippine National Oil Company.

The Special Fund was created pursuant to Section 8(j) of Republic Act No. 6173 as amended.

June 26, 1978, is the date when the Letter of Instructions No. 715 was signed and took effect immediately.

It was signed by Ferdinand E. Marcos, then President of the Philippines.
