The purpose is to expedite the completion of the Pasig River Development Project by ensuring sustained clearing of derelicts and discarded matters from the Pasig River, adjoining esteros, and waterways within Greater Manila.
The Commissioner of the Bureau of Customs Manila is directed to implement the provisions.
The procedure allows for immediate notification to known owners or rightful parties within 72 hours to file their claim on salvaged derelicts; if no claim is filed, the salvage compensation is awarded to the salving party. For unknown owners, the derelicts are published for public bidding for three successive days, followed by bidding. If no bidder or insufficient bid, the derelict is awarded to the salving party.
