The Philippine Ports Authority is tasked with reviewing all existing leases, leasehold rights, and contracts in the expanded Port Zone in accordance with adopted port policies, ensuring priority for port-related business uses.

All records and documents related to leases, leasehold rights, and tenants currently held by the Department of Environment and Natural Resources are transferred to the Philippine Ports Authority.

All inconsistent orders, rules, regulations, and issuances or parts thereof are repealed or modified accordingly to conform to the provisions of this Executive Order.

The Executive Order took effect immediately upon its signing on March 17, 1988.

The expansion was necessary due to the increasing volume of cargo traffic and the growth of port-related services and industries that required additional space for effective operations and zoning.
