The main purpose of EO No. 127 is to expand the provision of internet services through inclusive access to satellite services by amending EO No. 467 (s. 1998) to allow telecommunications entities, VAS providers, and ISPs direct access to satellite systems to build and operate broadband facilities.
Enfranchised telecommunications entities duly authorized by the NTC, Value-Added Service (VAS) Providers, Internet Service Providers (ISPs) duly registered with the NTC, and broadcast service providers (subject to NTC rules) are allowed direct access.
Satellite technologies such as Very Small Aperture Terminals (VSAT), Broadband Global Area Network (BGAN), and other similar technologies are included.
The NTC is tasked to update regulations, expedite administrative processes, authorize direct access to satellite systems by qualified entities, ensure registration of VAS and ISP offerings, and oversee compliance with policy and rate schedules.
Direct Access refers to measures permitting direct dealings between authorized entities (like VAS providers and ISPs) and satellite system providers at specified levels defined by the NTC.
The Department of Information and Communications Technology (DICT), in consultation with concerned agencies and sectors, shall regularly review the responsiveness of the inclusive access policy and submit recommendations to the Office of the President.
Section 6 of RA No. 10929 allows ISPs to acquire and use internet connectivity directly from satellites and other emerging technologies, which EO No. 127 builds upon to enable such connectivity as value-added services for universal coverage.
RA No. 10844 emphasizes ensuring universal access to quality, affordable, reliable and secure ICT services, promoting ICT sector development, and creating a level playing field between public and private sectors—all relevant to EO No. 127’s goals.
The DICT, through the NTC, shall pursue policies to secure necessary orbital slots for Philippine satellites to support national satellite services.
All orders, rules, regulations, or issuances inconsistent with EO No. 127 are repealed, amended, or modified accordingly to align with the new policy.
EO No. 127 took effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
