It excludes from the operation of Proclamation No. 414 a certain portion of land in Tagum, Davao, and declares that portion open to disposition under the Public Land Act.

On the N. by lot 4880 of Tagum cadastre; on the NE. by national highway (60.00 m. wide); on the E. and S. by property of Pedro S. Carriedo & Sons (lot 4710-A, PSD-22516) and on the S. also by lot 4849; on the W. by lot 4880.
The survey was executed under authority of Chapter V, Commonwealth Act No. 141, in accordance with existing Bureau of Lands regulations; executed by Roman Joaquin, Deputy Public Land Surveyor; and approved on February 19, 1951.
Bearings true, declination 2° 02' E.
Points 1 to 16 are marked by old P.L.S. concrete monuments; points 16 to 23 by old B.L. concrete monuments; and the rest by old P.L.S. cylindrical concrete monuments.
It makes the land eligible for disposition pursuant to the Public Land Act’s rules, subject to legal requirements and classification implied by the proclamation.
It was signed by President Elpidio Quirino, with Teodoro Evangelista as Executive Secretary.
It precisely identifies the exact portion of land excluded and opened, ensuring clarity in boundaries and allowing proper surveying and disposition.
