Executive Order No. 674 establishes the Research Institute for Tropical Medicine (RITM) in the Philippines to address the high prevalence of communicable diseases and provide biomedical research support, clinical trials, and training for medical personnel in the control and prevention of tropical diseases.

At Alabang, Muntinlupa, Metro Manila.

It shall be operated as a special project in the Office of the Minister of Health; the Minister exercises supervision and control.

The Institute is headed by a Director assisted by an Assistant Director, both appointed by the Minister of Health.

Diseases specific to the tropics (between the Tropic of Cancer and Tropic of Capricorn) and diseases that present differently in that region compared to other regions.

Examples include gastrointestinal infections, viral hepatitis, malaria, schistosomiasis, filariasis, amoebiasis, measles, mumps, diphtheria, tetanus, meningitis, encephalitis, Philippine hemorrhagic fever, among others.

The Minister of Health may include other pertinent diseases in consultation with the Advisory Board.

To undertake research on diagnosis/control/prevention of tropical diseases; conduct clinical trials; conduct regular training for medical and paramedical personnel; provide tertiary care to inpatients and outpatients; participate in technical cooperation with JICA; arrange participation of the National Science Development Board and UP System Health Sciences Center; accept grants/donations/bequests/equipment/materials/services; and perform other related activities assigned by the Minister of Health.

Section 4(g): the Institute may apply for, receive, and accept bequests, grants, and donations of funds, equipment, materials and services needed for its objectives.

It is composed of the Minister of Health (Chairman), the Chairman of the National Science Development Board, and the Chancellor of the UP System Health Sciences Center.

It provides a consultative mechanism for the Minister of Health to include additional pertinent diseases within the Institute’s scope.

Functions involving biomedical research in tropical medicine in the Ministry of Health are transferred, including: Bureau of Research and Laboratories; Schistosomiasis Control and Research Service; Dermatology Research and Training Center; and Malaria Eradication Service.

Applicable appropriations, records, equipment, property, and such personnel as may be necessary.

Operating expenses for the current calendar year are authorized to be appropriated out of any unappropriated funds in the National Treasury; thereafter, appropriations are included in the General Appropriations Act.

Any laws, decrees, charters, executive orders, administrative orders, proclamations, rules and regulations, or parts thereof, that conflict with the EO are repealed or modified accordingly.

It took effect immediately.
