Executive Order No. 448 establishes the Philippine Quality Award (PQA) to recognize organizations in the private and public sectors that have demonstrated excellence in performance, serving as benchmarks for other industries and promoting standards of organizational performance comparable to leading businesses abroad.

The four levels are Platinum Award for Quality (Excellence Award), Gold Award for Quality (Mastery Award), Silver Award for Quality (Proficiency Level), and Bronze Award for Quality (Commitment Level).

The Secretary of the Department of Trade and Industry serves as the chairperson of the Philippine Quality Award Committee.

The objectives are to promote standards on organizational performance comparable to leading businesses abroad, establish a national system for assessing quality and productivity performance, and recognize organizations achieving the highest level of quality and business excellence.

Both private sector (Manufacturing Companies, Service Companies, Agricultural Producers, Small and Medium Enterprises) and public sector organizations (National Line Agencies, Government-Owned and Controlled Corporations, Local Government Units) are eligible.

The criteria are Leadership, Information and Analysis, Strategic Planning, Human Resource Development and Management, Process Management, Business Results, and Customer Focus and Satisfaction.

The Department of Trade and Industry acts as the Award Manager, responsible for conducting the awards process and validating and endorsing the list of awardees to the President.

The trophy bears the Presidential Seal and the Logo of the Philippine Quality Award, symbolizing national recognition of quality and excellence in organizational performance.

It is chaired by the Secretary of the Department of Trade and Industry, with vice-chairs from the Development Academy of the Philippines and the Philippine Quality and Productivity Movement, and members from key government agencies and organizations related to quality management and productivity.

A seed money of one million pesos is allocated from the Department of Trade and Industry's budget, with additional contributions from member organizations, government, and private sector assistance to establish an Endowment Fund managed by a Foundation created by the PQA Committee.
