It is established under the direct supervision of the Director of Vocational Education.

The sum of two hundred thousand pesos (₱200,000) was initially appropriated.
From any funds in the National Treasury not otherwise appropriated.
For the fiscal year 1966.
Such sums as may be needed shall be included in the annual General Appropriations Act.
It took effect upon its approval on June 19, 1965.
