Republic Act No. 3906 establishes a pilot school for Philippine craftsmen at San Vicente, Bacolor, Pampanga, to be known as the Central Luzon Pilot School for Philippine Craftsmen.
It is located at San Vicente, Bacolor, Pampanga.
The Secretary of Education is authorized to exercise administration and supervision over the school.
The Secretary of Education is authorized to issue such rules and regulations as may be necessary to carry out the purpose of the Act.
The sum of five hundred fifty thousand pesos (₱550,000) is authorized for the fiscal year nineteen hundred and sixty-five.
It may be appropriated out of any funds in the National Treasury not otherwise appropriated.
While Section 3 provides ₱550,000 for fiscal year 1965, it also provides that thereafter, such sums as may be needed for operation and maintenance shall be included in the annual General Appropriations Act.
Funding is authorized for the establishment, operation, and maintenance of the school.
The Act takes effect upon its approval.
RA 3906 was approved on June 18, 1964, and it takes effect upon its approval.
The school is created immediately by the Act itself through Section 1 (“There is hereby established…”).
While RA 3906 does not define “pilot school,” in legal/administrative practice it generally implies a planned, experimental, or model institution for specific training purposes—in this case, for Philippine craftsmen—under the administration of the Secretary of Education.
Section 2 addresses this; it covers rules and regulations necessary to carry out the purpose of the Act.
After fiscal year 1965, future funding needs for operation and maintenance must be included in the annual General Appropriations Act.
It directs that needed sums after 1965 “shall be included in the annual General Appropriations Act.”
RA 3906 is a statute (Republic Act). Its purpose is to establish a pilot school for Philippine craftsmen in a specified location and to authorize appropriations for its funding.
