Proclamation No. 245 reserves land in Borongan and San Julian, Eastern Samar for the establishment of a settlement and agricultural community, providing support to rebel-returnees, evacuees, and deserving Filipinos, while respecting existing rights and retaining jurisdiction over certain portions of the land for the Department of Environment and Natural Resources.

The President of the Philippines, upon the recommendation of the Director of Forestry and approval by the Secretary of Agriculture and Natural Resources, has the authority to establish the forest reserve.

The Bureau of Forestry is tasked with the administration and control of the forest reserve.

The forest reserve covers certain parcels of public domain situated in the municipalities of Cabangan, San Felipe, San Narciso, San Marcelino, Castillejos, and Subic in the province of Zambales, Island of Luzon.

The proclamation establishes the reserve subject to private rights, if any there be.

The parcels of public domain included in the reserve are withdrawn from sale or entry.

Parcel I contains an area of approximately 36,926.5 hectares, more or less.

Boundaries include various corner points marked by specific tree species of certain diameters, concrete monuments, rivers such as Anti River and Santo Tomas River, creeks, and land classification lines.

President Ramon Magsaysay signed the proclamation, with Acting Executive Secretary Fortunato De Leon.
