The main purpose of Republic Act No. 6902 is to establish a ten-bed municipal hospital in Barangay Tamdangan, Municipality of Vintar, Province of Ilocos Norte, to be known as the Vintar Municipal Hospital.

The initial funding for the implementation of this Act is charged against the appropriations authorized under the Fiscal Year 1989 General Appropriations Act.
After its establishment, the sums necessary for the operation and maintenance of the hospital shall be included in the annual General Appropriations Act.
All existing laws, decrees, and orders that are inconsistent and contrary to this Act shall be deemed repealed, modified, amended, or of no effect to the extent of the inconsistency.
Before the construction of the hospital, the Secretary of Health must issue a written assurance that hospital personnel will be appointed and that funds for its maintenance and operation have been appropriated.
Republic Act No. 6902 took effect upon its approval on March 9, 1990.
