The DOH must develop a hospital development plan that defines the service capacity, development goals, and targets of the hospital.

Any future increase in bed capacity and upgrading of health care facilities, service capability, and human resource complement shall be based on the hospital development plan developed by the DOH.

The DOH must consult the local government units in the Province of Ilocos Sur and the City of Candon, as well as other stakeholders, in determining the site of the hospital.

The Secretary of the DOH shall immediately include the implementation of this Act in the Department's program after the law's enactment.

The funding for the hospital shall be included in the annual General Appropriations Act as part of the DOH's program.

If any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

All laws, executive orders, issuances, and rules and regulations inconsistent with Republic Act No. 11705 are repealed or modified accordingly.

The Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
