Executive Order No. 715, issued on March 28, 2008, establishes the GAWAD CES as an annual Presidential Awards program for the Career Executive Service, upgrading the previous Outstanding CEO Award.
The Career Executive Service Board (CESB) was created by Presidential Decree No. 1.
The CESB serves as the governing body of the Career Executive Service and is mandated to promulgate rules, standards, and procedures on the selection, classification, and career development of its members.
The program was known as the 'Search for Outstanding Career Executive Officers', aimed at paying tribute to outstanding Career Executive Service Officers (CESOs) and Third Level Eligibles in CES positions.
The award recognizes and highlights exemplary accomplishments and significant contributions of third level career executives that lead to positive innovations in public management and improve the quality of life of Filipinos.
