President Elpidio Quirino's Executive Order No. 180 classifies and defines the limits of public roads in the Philippines, establishing three categories - National Roads, Provincial Roads, and Municipal and City Roads - with specific right-of-way measurements and responsibilities for maintenance and construction.

National Roads are all roads now classified as Insular roads; main traffic routes connecting provincial capitals with important commercial centers, national airports, national seaports, and national parks; and roads of military importance designated by the President upon the recommendation of the Secretary of Public Works and Communications.

The right-of-way for National Roads shall be not less than twenty (20) meters; at least sixty (60) meters for roads built through unpatented public land; and one hundred twenty (120) meters through naturally forested areas of aesthetic or scientific value.

Provincial Roads are roads connecting one municipality with another with terminals at public plazas; roads extending from a municipality or from a provincial or national road to a public wharf or railway station; and other roads designated by the Secretary of Public Works and Communications upon request of the Provincial Board and recommendation of the Director of Public Works.

Provincial Roads shall have a right-of-way of not less than fifteen (15) meters; at least sixty (60) meters if constructed through unpatented public land.

Municipal and City Roads are all highways not included in the National or Provincial road classifications.

Municipal and City Roads shall have a right-of-way of not less than ten (10) meters; principal streets in townsites on public lands shall have a width of sixty (60) meters, and other streets at least fifteen (15) meters.

District and City Engineers under the supervision of the Director of Public Works are responsible, with funding from government appropriations and specific allocations from collected road funds.

Provincial Roads are maintained and constructed by District Engineers under the Director of Public Works, financed by provincial funds and aid authorized by the government.

On a request by the Provincial Board and upon favorable recommendation of the Director of Public Works, the Secretary of Public Works and Communications may classify any municipal road of great importance to the province as a provincial road.

The Secretary must cause the Director of Public Works to prepare from time to time a proposed system of national and provincial roads, which upon presidential approval will constitute the official road map.
