President Elpidio Quirino's Executive Order No. 180 classifies and defines the limits of public roads in the Philippines, establishing three categories - National Roads, Provincial Roads, and Municipal and City Roads - with specific right-of-way measurements and responsibilities for maintenance and construction.

National Roads, Provincial Roads, and Municipal/City Roads.

Roads formerly classified as Insular roads; main traffic routes connecting provincial capitals with important commercial centers, national airports, national seaports, and national parks; and roads of military importance that may be designated by the President upon favorable recommendation of the Secretary of Public Works and Communications.

Not less than twenty (20) meters.

At least sixty (60) meters for roads constructed through unpatented public land, and at least one hundred twenty (120) meters through naturally forested areas of aesthetic or scientific value.

Roads connecting one municipality with another municipality (with terminals at the public plazas); roads extending from a municipality or from a provincial or national road to a public wharf or railway station; and any other road designated by the Secretary of Public Works and Communications upon request of the Provincial Board and favorable recommendation of the Director of Public Works.

Not less than fifteen (15) meters.

At least sixty (60) meters.

All highways not included in the National or Provincial classifications. Municipal and City roads have a right-of-way of not less than ten (10) meters.

Principal streets of townsites located on public lands shall have a width of sixty (60) meters, while all other streets must be not less than fifteen (15) meters.

District and City Engineers under the supervision of the Director of Public Works.

From appropriations authorized by the Republic in annual or special appropriation acts, and funds allotted from collections under specified laws, with stated allocation percentages/amounts.

District Engineers under the supervision of the Director of Public Works, subject to existing laws, financed with provincial funds and authorized national aid.

The municipal or city government concerned, subject to existing laws, financed with municipal or city funds and authorized aids.

On request of the Provincial Board and upon favorable recommendation of the Director of Public Works, the road may be classified as a provincial road by the Secretary of Public Works and Communications.

After approval by the President, it becomes the official road map of the Philippines.

EO No. 180 further revises Executive Orders Nos. 135, 194, 239, 286, and 311; implying the road classification system and related provisions were updated to align with EO No. 180.

It took effect as of September 1, 1948.
