The initial funding for the implementation of the Act shall be charged against the current year's budget of the NCCA (Proper). Subsequent funding will be included in the annual General Appropriations Act.

The collaboration agreement between the City Government of Cagayan de Oro and the NCCA must be executed and published within one (1) year from the effectivity of the Act.

Within sixty (60) days from the effectivity of the Act, the NCCA, in coordination with the City Government of Cagayan de Oro, other concerned government agencies, and private stakeholders, shall promulgate the necessary rules and regulations for effective implementation.

The Act takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation, regardless of whether the implementing rules and regulations have been issued.

The museum shall collect and preserve ancestral songs, musical instruments, literary works, cultural performances, epigrams, proverbs, legends, origins of names and places, religious practices, local fiestas, photographs, arts and artifacts, archaeological specimens, and indigenous flora and fauna samples.

The collaboration ensures shared responsibility and resources, combining local knowledge and ownership with national expertise and support, thereby effectively preserving and promoting the city's cultural heritage.
