The Director of Public Welfare has direct administrative supervision and control over the Public Assistance Service.
The relief and other activities performed by the Associated Charities of the Philippines were transferred to the Public Assistance Service under the Bureau of Public Welfare.
The Secretary of Health and Public Welfare is directed to take necessary steps to transfer activities, personnel, properties, unexpended balances, records, equipment, and supplies from the Associated Charities of the Philippines to the Public Assistance Service.
These funds, along with related properties and supplies, are to be transferred to the Public Assistance Service and future government funds related to these activities are to be given directly to the Public Assistance Service.
It is deemed desirable that the public should be aware that the government, through the Philippine Charity Sweepstakes and other agencies, is the actual source of the help given to indigent persons, not just private charity.
