Q&A (EXECUTIVE ORDER NO. 46)

The purpose is to establish the Presidential Commission on Educational Reform (PCER) to define a budget-feasible program of reform, identify executive priority policy recommendations, and create a legislative agenda on education.

The PCER is established under the Office of the President of the Philippines.

The PCER is a multi-sectoral body including representatives from government line agencies, the University of the Philippines, Open University, public and private schools at all levels, teachers, agriculture and industry sectors, information technology sector, state colleges and universities, and other concerned sectors.

The Commission is chaired by a person with an outstanding record in education and proven integrity, appointed by the President for the duration of the Commission's life.

The Secretary of Education, Culture and Sports (DECS); Chairman of the Commission on Higher Education (CHED); Director-General of the Technical Education Skills Development Authority (TESDA); Director-General of the National Economic Development Authority (NEDA); among others.

The PCER is given one year from its commencement to submit its report and recommendations and will be automatically dissolved upon submission of its final report.

Curricula and teaching methods; modernization of science labs and education; computer facilities and internet access; vocational and technical institutions; distance learning; tuition financing schemes; programs and facilities of state universities; governance of the University of the Philippines; other priority educational concerns discovered by the Commission.

Through analysis of the Philippine educational system based on existing studies, secondary data, consultations with different sectors, and interviews with key persons in the education system.

DECS provides P4 million annually; Chairman receives honoraria of P10,000 monthly; two Vice-Chairmen at P5,000 each monthly; eighteen members at P3,000 monthly; one Executive Director seconded at P30,000 monthly.
