The New Motor Vehicle Inspection System mandates that all motor vehicles, except tricycles and motorcycles, must undergo inspection before registration, ensuring compliance with safety and operational standards across designated regions.

It is the new system of motor vehicle inspection required in lieu of the previous inspection system for the registration of motor vehicles, with rules on coverage, standards, methods of inspection, and related implementation.

No. Section 2 provides that no motor vehicle shall be allowed for registration unless it has been inspected under the NMVIS, subject to the initial implementation limitations.

Due to limited inspection facilities and equipment, initial implementation is confined to areas where Motor Vehicle Inspection Stations are located and to certain classes/types of vehicles enumerated in Section 4.

All NCR registration district offices; Region III (San Fernando, Angeles, Guagua); and Region IV (Lipa, San Pablo, Batangas City, Cabuyao).

Covered are: (a) all for-hire motor vehicles except tricycle; (b) all for-hire provincial buses whose authorized routes include Metro Manila; (c) all private trucks, buses and mini buses; and (d) motor vehicles operated without proper registration or with delinquent registration, except tricycles and motorcycles.

The NMVIS Report requirement does not apply if: (a) the new venue is a district office in the Visayas or Mindanao or any island province in Luzon and the vehicle is operated there regularly; or (b) ownership is transferred to a person/entity whose residence/place of business is in Visayas/Mindanao or regions not mentioned in Section 3, and the vehicle is operated there regularly.

Identity and Construction; Engine and Power Train System; Frame and Body; Lamp/Light; Brake System; Steering System; Buffer System; Running System; Safety Devices; Fuel System; Exhaust Emission Control System; Electrical System.

Chassis number and engine/motor number must not be tampered; chassis number must match those in the original Certificate of Registration and Official Receipt; engine/motor number must match those in the same documents; and make/type/model/plate numbers must be verified by the vehicle appearance as reflected in the documents.

Overall length: 10 m for freight vehicles with two axles, 11 m for passenger vehicles with two axles, and 14 m for vehicles with 3 or more axles; overall width 2.5 m; overall height 4 m.

Tires must not have cracks, bare cords, or damage; the road-contact point must be skidproof; and wheel bolts/nuts must be complete and well tightened.

It measures degree of sideslip using an Alignment Tester platform; the standard is 7 mm or less when running one meter.

The steering wheel must be secured and handleable for maneuverability; it must not contact parts of the vehicle when steered; turning angle ratio left/right must not differ considerably; and clearance of steering wheel should not exceed 45 degrees when turned left or right.

Sum of braking forces of right and left wheels must not be less than 50% of axle weight; and the difference between right and left braking forces must not exceed 10% of axle weight.

When the speedometer tester rotates the wheels so the speedometer indicates 40 km/h, the read/indicated standard must be between 32 and 48 km/h.

At idling condition using an NDIR analyzer: CO up to 6%; and HC up to 1200 ppm for 4-stroke engines, 7800 ppm for 2-stroke engines, and 3300 ppm for rotary and specialized engines.

A vehicle may be presented for inspection within 90 days prior to the scheduled registration date, and the NMVIS Inspection Report is valid for 3 months from the date of issuance.
