The primary purpose is to enjoin the active participation of all government agencies, government-owned or controlled corporations, private sector, schools, civil society, and citizenry in tree planting activities nationwide and to declare June 25, 2003, as Philippines Arbor Day.
Declaring a specific day as Philippines Arbor Day is meant to encourage public participation through partnerships and actual tree planting activities, raise awareness of the importance of trees in environmental health, and coincide with celebrations such as Environment Month, Philippine Month of Mountains, and the National Forestry Service Anniversary.
All government agencies, government-owned or controlled corporations, the private sector, schools, civil society, and citizens are enjoined to participate in tree planting activities.
LGUs are enjoined to lead tree planting activities in their jurisdictions, establish and maintain nurseries to produce planting materials, and coordinate with agencies that have jurisdiction over specific areas for conducting tree planting activities.
Department of Environment and Natural Resources (DENR) for public forest lands, Department of Public Works and Highways for roadsides of national highways, Department of National Defense for military reservations, Department of Tourism for ecotourism areas, and Local Governments for areas within their jurisdictions.
The respective participating agencies or instrumentalities are responsible for maintaining and protecting the planted seedlings.
The DENR is directed to provide technical assistance to all participants and to establish and maintain nurseries for seedling production in coordination with LGUs, schools, and other participants.
Proclamation No. 1547 and other related issuances inconsistent with Proclamation No. 396 are repealed or amended accordingly.
Philippines Arbor Day is scheduled to coincide with Environment Month, Philippine Month of Mountains, and the National Forestry Service Anniversary to promote comprehensive environmental awareness and participation in tree planting activities.
