Government officials and employees are strictly prohibited from entering or playing in gambling casinos to uphold ethical standards and public trust, with violations subject to disciplinary action.

Q&A (MEMORANDUM CIRCULAR NO. 06)

The policy is to promote a high standard of ethics in public service, requiring government personnel to discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and prioritize public interest over personal interest.

Government officials directly connected with government operations, members of the Armed Forces of the Philippines (Army, Navy, Air Force), and persons under 21 years of age or students of any school, college or university in the Philippines.

Memorandum Circular No. 20 (s. 1986) and Memorandum Circular No. 8 (s. 2001).

Gambling prohibited by law and conduct prejudicial to the best interest of the service.

It negatively affects the public perception of government service as a whole.

The mere entry or presence of government officials and employees in a gambling casino, unless they are there in the performance of official duties and functions.

All heads of departments, bureaus and offices, government-owned or controlled corporations, local governments, and the AFP and Philippine National Police heads.

They are subject to appropriate sanctions and penalties as imposed by their respective heads of offices.

PAGCOR Management is tasked to ensure strict observance of the Circular by all government officials and employees.

It took effect immediately upon issuance on September 20, 2016.
