Q&A (MEMORANDUM CIRCULAR NO. 14)

The main purpose of Memorandum Circular No. 14 is to encourage all government lawyers to participate in the 19th Integrated Bar of the Philippines National Convention of Lawyers.

The convention is scheduled from February 16 to 18, 2023, at the SMX Convention Center in Davao City.

All lawyers employed in government departments, agencies, offices, government-owned or controlled corporations, government financial institutions, and state universities and colleges are encouraged to participate.

Yes, government lawyers may attend the convention on official time provided they have the necessary clearances or authorities from their respective heads of office.

Compliance with Civil Service Commission Memorandum Circular No. 43 (s. 1993) and National Budget Circular No. 563 (s. 2016) is required.
