ERAP is a program implemented to efficiently and effectively manage the radio spectrum by requiring duly licensed radio users to form or join Private Radio Users Associations (PRUAs) and share their assigned radio frequencies through a shared channel trunking system.

The implementation of ERAP is pursuant to Republic Act No. 7925, Executive Order No. 546 series of 1979, and Act No. 3846, as amended.

Duly licensed radio users must form Private Radio Users Associations (PRUAs) or join existing PRUAs and share their assigned radio frequencies through converting their radio units to shared channel trunking at their own expense.

A PRUA is an association of duly licensed radio users who share assigned radio frequencies and own the shared channel trunking network used for efficient spectrum management.

Illegal radio users who voluntarily join an existing PRUA must pay a one-time amnesty fee of PhP 1,000.00 per radio unit and submit a certification from the President of the PRUA to the Commission.

They must pay a penalty of PhP 3,000.00 per radio unit in addition to the PhP 1,000.00 amnesty fee.

The applicant must submit a certification from the President of a PRUA confirming that he or she is a member of the association.

The conversion shall be done by duly licensed radio dealers, suppliers, or manufacturers and the cost shall be borne by the radio unit owner.

The SCTN is owned by the PRUAs, and its operation and maintenance are managed by a duly franchised and authorized trunk radio network (TRN) operator.

Each radio station must pay an annual license fee of PhP 250.00 to the Commission, and duly authorized TRNs must pay spectrum user fees pursuant to MC 10-10-97.

They must comply with the provisions of the Circular within three (3) years from its effectivity.

It took effect fifteen (15) days after publication in a newspaper of general circulation and upon submission of three (3) certified true copies to the UP Law Center.

They are modified, amended, or superseded in whole or in part to the extent of inconsistency with this Circular.
