The official short title of Republic Act No. 11779 is the "Eastern Visayas State University-Dulag Campus Act."
The main purpose of Republic Act No. 11779 is to convert the Dulag Satellite Campus of the Eastern Visayas State University (EVSU) in the Municipality of Dulag, Province of Leyte, into a regular campus known as the EVSU-Dulag Campus.
The EVSU-Dulag Campus is authorized to offer short-term technical-vocational education and training (TVET) courses, undergraduate and graduate degree programs, and other related and relevant fields of study within its competency and specialization.
The governance of the EVSU-Dulag Campus is vested exclusively in the Board of Regents of the Eastern Visayas State University (EVSU).
The Campus Administrator is appointed or designated by the Board of Regents upon the recommendation of a search committee and the University President, subject to guidelines, qualifications, and standards set by the Board.
All assets, real and personal property, personnel, records, and liabilities of the former EVSU-Dulag Satellite Campus are transferred to the EVSU. Faculty and personnel rights and security of tenure under existing laws are respected.
All government parcels of land occupied by the EVSU-Dulag Campus are transferred to EVSU and titled under its name. If the campus ceases to exist or the land is no longer needed, the land shall revert to the concerned local government units.
The initial funding is charged against the current year’s funding of the EVSU-Dulag Satellite Campus provided by the Municipality of Dulag. The Municipality shall continue to assist until funding is included in the annual General Appropriations Act.
If any part or provision of the Act is declared invalid or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.
