The Philippine law designates the Department of Social Welfare and Development as the lead agency in protecting the rights and welfare of Children in Conflict with the Law, ensuring their separate detention from adult prisoners, and requiring regular reports on their situation.

DSWD must adopt ways, means, and measures allowed under existing laws, rules, and regulations that protect the rights and welfare of CICL.

DSWD leads and coordinates with DOJ and DILG, seeks integrated assistance and support from BJMP and CWC, and calls upon other necessary agencies for full cooperation.
