The Department of Health mandates a subscription/user fee of Php30.00 for each transaction uploaded to the Integrated Drug Test Operations and Management Information System (IDTOMIS) to ensure its sustainability and maintenance, with strict guidelines for payment and consequences for non-compliance.

The main purpose is to prescribe subscription/user fees for drug testing transactions uploaded to the DOH IDTOMIS Central Database and provide guidelines for the utilization of these fees.

IDTOMIS stands for Integrated Drug Test Operation and Management Information System.

All government entities and private persons, whether natural or juridical, operating Drug Test Laboratories regulated by the Bureau of Health Facilities and Services and the Centers for Health Development.

Any record submitted to the DOH database regardless of the drug test result.

The subscription/user fee is Php30.00 for each transaction uploaded to the DOH IDTOMIS Central Database.

The user fee shall be paid twice a month: every fifteenth (15th) day and at the end of each month.

Delayed or non-payment by the due date will result in automatic disconnection from IDTOMIS the following day without prior notice.

They must pay a reconnection fee amounting to Php 1,000.00, and reconnection will be processed within one to two working days.

Uses include ICT infrastructure maintenance, confirmation of test results, subsidies for licensing and monitoring, hiring of contractual personnel, program development for drug abuse prevention, capability building, maintenance of rehab facilities, and purchase/maintenance of GCMS machines.

Confirmatory Laboratories perform confirmation of positive screening results and must have a Memorandum of Agreement with screening laboratories and with the DOH for payment facilitation.

Payment will start after the DOH has generated enough buffer funds from subscription/user fee collections, with a separate notification memo to concerned parties.

BHFS is the regulatory arm of the DOH for Drug Test Laboratories and is responsible for reviewing and revising the fee schedule regularly, subject to consultations and approval from the Dangerous Drugs Board (DDB).

The bill can be settled on the following working day.

It is the responsibility of the Drug Test Laboratory (DTL) owner and/or administrator to regularly check the bill.

DTL/DTC refers to Drug Test Laboratories or Centers applying for licenses or accreditation to operate and use the IDTOMIS software; CHD refers to Centers for Health Development, DOH field offices providing frontline support for IDTOMIS implementation.
