The Order cites (1) Section 4 of Dangerous Drugs Board (DDB) Regulation No. 8 series of 2007 (amending DDB Regulation No. 2 s. 2003) as the general provision on IDTOMIS user fee collection, and (2) DDB Regulation No. 9 series of 2007, particularly paragraph 3, stating that IDTOMIS maintenance will be partly funded by DTL subscription fees.
To prescribe the subscription/user fee for drug testing transactions uploaded to the DOH IDTOMIS Central Database and to provide guidelines on the utilization of the collected IDTOMIS fees.
It applies to all government entities and private persons—whether natural or juridical—operating drug test laboratories regulated by the Bureau of Health Facilities and Services (BHFS) and the Centers for Health Development (CHD).
A 'Transaction' is any record submitted to the DOH database regardless of the result (positive, negative, etc.).
Php 30.00 per transaction uploaded.
The user fee shall be paid every fifteenth (15th) day and end of each month.
User fee bills shall be sent through the IDTOMIS website five (5) days before the due date. If the due date falls on Saturday or Sunday, payment may be settled the following working day.
It is their responsibility to check the bills regularly.
It is a ground for automatic disconnection from IDTOMIS the following day without prior notice.
A reconnection fee of Php 1,000.00 is required.
Reconnection is to be processed within one (1) to two (2) working days.
The BHFS shall review and revise the schedule of fees on a regular basis subject to consultation with concerned parties/sectors and approval of the Dangerous Drugs Board (DDB).
Examples include: (1) ICT infrastructure maintenance (ISP maintenance, hardware/software maintenance); (2) confirmation of results (checking screening positive results); (3) subsidy for licensing/accreditation/monitoring/fact-finding activities; (4) hiring contractual personnel for Help Desk and/or system/software maintenance; (5) development/implementation of other drug abuse prevention/control/treatment programs; (6) capability building for implementing agencies; (7) maintenance and support to rehabilitation facilities; and (8) purchase/upgrade/maintenance of GCMS machines.
Payment starts after the DOH has generated enough buffer funds from the subscription/user fee collection, and a separate memorandum will be issued informing concerned parties upon commencement.
Screening DTLs must have a Memorandum of Agreement with one confirmatory laboratory (preferably nearest to their location). Confirmatory laboratories must likewise have a Memorandum of Agreement with the DOH to facilitate payment of confirmatory services.
DOH will pay only DOH-accredited confirmatory laboratories upon submission of the required documents to DOH.
It takes effect fifteen (15) days after its approval and publication in the official gazette or in a newspaper of general circulation.
