The CESB is the governing body of the Career Executive Service (CES) and is mandated to promulgate rules, standards, and procedures on selection, classification, compensation, and career development of CES members.
A person must meet managerial experience and other requirements, and pass examinations prescribed by the Board to be included in the register of career executive eligibles.
The four stages are: 1) Written Examination; 2) Assessment; 3) Interview; and 4) Validation.
Candidates must submit: 1) Personal Data Form; 2) Candidates Profile; 3) Organizational chart of the candidate's office; 4) List of immediate superiors and subordinates certified by Personnel Officer/HRMO; 5) Recent appointment paper and service record.
Pendency of a criminal or administrative case no longer bars the conferment of CES eligibility unless prohibited by law. Candidates must inform the Board of any pending cases for proper determination during the Performance Validation stage.
Candidates must submit a Sworn Statement of Assets and Liabilities, Net Worth, Disclosure of Business Interest and Financial Connections, and Identification of Relatives in Government Service.
Private sector candidates must submit Income Tax Returns and Employer's Certificate of Compensation Payment/Tax Withheld (BIR Form No. 2316). Self-employed candidates must also submit the Annual Income Tax Return for Self-employed (BIR Form No. 1701).
Candidates need clearances from: a) Office of the Ombudsman; b) Sandiganbayan; c) Civil Service Commission; and d) Presidential Anti-Graft Commission (if presidential appointee).
These documents allow the Board to assess whether candidates lead modest lives and spend appropriately according to their positions and income, thus evaluating integrity.
The list must be certified by the Personnel Officer or Human Resource Management Officer (HRMO) of the candidate's office or agency.
