The main purpose is to divide Barangay North Bay Boulevard South (NBBS) in the City of Navotas into three distinct and independent barangays: Barangay NBBS Proper, Barangay NBBS Kaunlaran, and Barangay NBBS Dagat-Dagatan.

Three barangays were created: Barangay NBBS Proper, Barangay NBBS Kaunlaran, and Barangay NBBS Dagat-Dagatan.

Barangay NBBS Proper is bounded on the Northeast by the centerline of North Bay Boulevard; on the Southeast by the centerline of Estero de Muralla; on the Southwest by Manila Bay; and on the Northwest by centerlines of entrance gate road, Navotas Fishport Complex, and Lapu-Lapu Avenue.

Section 6 states that all barangays created under this act shall be entitled to Internal Revenue Allotment (IRA) shares pursuant to Section 285 of Republic Act No. 7160, as amended, otherwise known as the Local Government Code of 1991.

It took effect fifteen (15) days after its complete publication in at least two newspapers of general circulation in the Philippines.

The Act was approved by President Rodrigo Roa Duterte on August 23, 2017.

Aquilino 'Koko' Pimentel III, President of the Senate, and Pantaleon D. Alvarez, Speaker of the House of Representatives, signed the law.

The technical descriptions and tiepoints precisely define the geographic boundaries and area of each newly created barangay to avoid disputes and ensure clear jurisdiction.
