Presidential Decree No. 879 divides Region No. 4 into two regions, with Region No. 4 comprising the Metropolitan Manila area and Region No. 4-A including other towns, provinces, and cities; the decree also amends or repeals inconsistent laws and regulations, taking effect immediately.

Until otherwise decreed, the regional center for Region 4-A shall be in Metropolitan Manila.
