The purpose of the DLP is to provide government employees with an alternative human resource development program that offers opportunities for learning and development, especially for those who face financial or physical constraints in attending traditional training programs, thereby promoting continuing staff development in the bureaucracy.

The DLP is open to all government workers who wish to update their knowledge on public personnel administration and various management tools, techniques, and practices.

The registration fee shall not exceed P200.00 to cover the cost of materials.

Enrolments are accepted on a first come, first served basis.

Yes, agency heads can nominate employees, and the agency shall shoulder the registration fee of the nominated participant(s).

Participants are given a maximum period of eight weeks or two months to complete the five DLP modules.

The pre-test establishes the participant's initial knowledge level, while the post-test assesses knowledge gained after completing the modules by comparing scores against the pre-test.

A participant must obtain at least 80% in the post-test to receive a certificate of completion/training.

Participants who fail the post-test can take a remedial test one month after the date of the final examination.

The CSC Regional Office Director (CSCRO) through the head of the Career Development Division administers the DLP.
