The Memorandum Circular is anchored on Executive Order (EO) No. 879 (s. 2010), which directed PBID to be a priority government program and created the PBID Council to provide overall policy and direction.
The PBID Council is chaired by the Department of Trade and Industry (DTI) and includes the Department of Environment and Natural Resources (DENR), Department of Education (DepEd), Department of Agriculture (DA), Department of Science and Technology (DOST), Department of Labor and Employment (DOLE), League of Municipalities of the Philippines (LMP), plus representatives from NGOs and PIAs.
The National Greening Program (NGP) under EO 26 (s. 2011) is referenced as another priority program that must be harmonized with PBID.
To harmonize all tree-planting and greening activities so that PBID’s bamboo-related propagation and development efforts align with the NGP’s framework and objectives.
EO 26 included bamboo among the preferred species for propagation in areas eligible for development under the NGP.
The DENR is designated as the lead agency for the NGP and is therefore tasked to harmonize the PBID Program with the NGP.
The PBID Council and DENR may request assistance and cooperation from other government agencies, the private sector, and other stakeholders to implement PBID.
