Memorandum Circular No. 41 promotes support and participation in the annual Community Development Week and Day, encouraging government agencies and organizations to collaborate for the development of communities in the Philippines.

Questions (MEMORANDUM CIRCULAR NO. 41)

It invokes Section 23, Article II of the 1987 Constitution, which declares it a policy of the State to encourage non-governmental, community-based, or sectoral organizations that promote the welfare of the nation.

Proclamation No. 316 (s. 1994), which declares the first week of January and January 6 of every year as Community Development Week and Community Development Day, respectively.

To uphold and instill in Filipinos the Bayanihan spirit and the value of community cooperation, and to recognize the contributions and concerted efforts of government and non-government organizations in local community development, people empowerment, and community mobilization.

The Department of the Interior and Local Government (DILG) is designated as the lead agency, in coordination with non-government and people’s organizations.

DILG, in partnership with non-government and people’s organizations, shall spearhead the conduct of activities and programs during the annual celebration of Community Development Week and Community Development Day.

National government agencies and instrumentalities are directed to extend full support and cooperation, while local government units are encouraged to do the same.

Yes. The circular expressly includes government-owned or -controlled corporations (GOCCs), government financial institutions, and state universities and colleges among those directed to support and cooperate.

All covered agencies/units must extend full support and cooperation for the conduct of relevant activities and programs during the annual celebration.

It indicates immediate effect upon issuance/official promulgation, without requiring a waiting period; thus, obligations or guidance begin right away.

It was signed by Lucas P. Bersamin, Executive Secretary, “By authority of the President,” indicating issuance through the President’s authority.

Section 23, Article II encourages non-governmental, community-based, or sectoral organizations that promote the nation’s welfare. The circular operationalizes this by directing DILG to partner with non-government and people’s organizations for the community celebrations.

It uses “encouraged” for LGUs, suggesting guidance rather than strict mandatory compliance; meanwhile, it uses “directed” for national agencies, indicating greater binding effect.

As lead agency, DILG coordinates and spearheads program implementation, ensuring alignment of national and local efforts with the participation of NGOs/POs to achieve community mobilization and empowerment goals.
