The creation of the Candelaria Agri Special Economic Zone is based on Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.

The President of the Philippines has the authority to create and designate special economic zones pursuant to the powers vested under Republic Act No. 7916, as amended.

The designated land area for the Candelaria Agri Special Economic Zone comprises several parcels with an aggregate area of One Hundred Fifty-One Thousand Eight Hundred Fifty-Nine (151,859) square meters, more or less.

The Board of Directors of the Philippine Economic Zone Authority (PEZA) recommended the creation of the Candelaria Agri Special Economic Zone.

An Agro-Industrial Economic Zone is designated at Barangay Mangilag Sur, Candelaria, Quezon, known as the Candelaria Agri Special Economic Zone.

The creation and operation of the Candelaria Agri Special Economic Zone are subject to Republic Act No. 7916, as amended by RA No. 8748, its Implementing Rules and Regulations, and PEZA Board Resolutions Nos. 07-232 (s. 2007), 11-265 (s. 2011), as amended by Resolution No. 11-668 (s. 2011).

The parcels of land are technically described using Consolidation Plan Pcn-04-003501 and refer to various Lots under Cad 312-D, Candelaria Cadastre, including Free Patent and LRC titles with precise boundary bearings and points based on official surveys done from 1957 to 2011.

The proclamation was signed by Benigno S. Aquino III, then President of the Philippines, and countersigned by Paquito N. Ochoa, Jr., the Executive Secretary.

Legal easements, such as 20.00 meters wide creek easements indicated in the boundary descriptions, ensure that access and rights-of-way are maintained in accordance with the law, important for land use and development within the economic zone.
