The Order cites Section 6, Article XVI of the Constitution, which provides for the creation of a National Police Civilian in character and national in scope.
Republic Act No. 6975 (creating the PNP) is cited, particularly Section 2 declaring the mandate and Section 24 establishing its functions.
The present Interpol NCB was the NBI. It was to be replaced because the existing NCB was not part of the PNP.
