Questions (EXECUTIVE ORDER NO. 345)

To designate the Department of Labor in place of the Philippine National Bank as one of the agencies tasked to carry out the objectives of Commonwealth Act No. 600.

To ensure the people adequate shelter and clothing and sufficient food supply.

Under Section 2 of Commonwealth Act No. 600, the President is empowered to designate any department, bureau, office, or instrumentality of the National Government.

The Department of Labor.

It authorizes the extension of credit facilities to tenants for support between harvest seasons, and to cover expenses for the purchase of seeds and proper cultivation of the land they work.

The Secretary of Labor, as stated in EO 345.

It transfers the remaining cash funds (from the one million pesos released under EO 301) to the Department of Labor.

All other assets, properties, rights, choses in action, obligations, and contracts of the Philippine National Bank during its incumbency as an agency to carry out CA No. 600.

The funds and related properties/rights are transferred to, vested in, and assumed by the Department of Labor.

The Secretary of Labor is authorized to disburse the transferred funds for the stated purposes, subject to the approval of the President.

The Secretary of Labor is empowered to appoint the necessary personnel.

To render a report on the condition and operation of these funds to the President at the end of every month.

It supersedes Executive Order No. 301 (Sept. 10, 1940), implying that EO 301’s provisions concerning the prior agency arrangement are replaced for the purposes of CA No. 600.
