The purpose of Proclamation No. 1644 is to create and designate the SM City Fairview - Annex II as an Information Technology Center pursuant to Republic Act No. 7916 as amended by Republic Act No. 8748.

The authority to create Information Technology Centers is vested under Republic Act No. 7916, known as the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.

The building designated as an Information Technology Center is located on two parcels of land along Regalado Avenue corner Quirino Hi-Way, Barangay Pasong Putik, Novaliches, Quezon City.

The aggregate area is Eighty One Thousand Eight Hundred Ninety Three (81,893) square meters, more or less.

The designation was recommended by the Board of Directors of the Philippine Economic Zone Authority.

The designation is governed by Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Resolution No. 00-411 dated 29 December 2000, and Resolution No. 07-546 dated 28 November 2007 of the Board of Directors of the Philippine Economic Zone Authority.

The proclamation was signed by Gloria Macapagal-Arroyo, then President of the Philippines.

The first parcel is Lot 2-A Psd-13-011226 with an area of 80,000 square meters, and the second parcel is Lot 1 (LRC) Pcs-23947 with an area of 1,893 square meters, both located in Barangay Pasong Putik, Novaliches, Quezon City.

The original survey was dated September 1907 to March 1908, and the subdivision survey for Lot 2-A was approved on September 20, 1989, surveyed by Engineer Dominador L. Santos. The consolidation subdivision survey for Lot 1 was executed by Armando T. Lati, Geodetic Engineer, on July 18-22, 1978.

The PS cylinder concrete monuments (15x60 cm) physically mark the boundary points of the parcels of land on the ground, ensuring precise identification and demarcation of the property lines.
