It applies to all terrestrial wildlife (plants and animals), amphibians, dugong, crocodile, all turtles and tortoises, waterbirds, other wetland species, captive-bred progenies of said wildlife found in the Philippines including protected areas under RA 7586 and critical habitats. It also applies to exotic species introduced in the country and species listed under CITES Appendices.
Captive-bred means wildlife born or otherwise produced in a controlled environment.
A WFP is a permit to develop, operate, and maintain a wildlife breeding farm for conservation, trade, and/or scientific purposes. Requirements include a completed application form, proof of registration from government agencies, scientific expertise, financial and management plan, facility design, prior clearance from affected communities, and payment of fees, among others, depending on scale of farming.
The NWMC is composed of the PAWB Director as Chairperson, representatives from EMB, FMB, other government agencies, and local scientists with expertise on wildlife disciplines. Stakeholders may also be invited as resource persons as necessary.
An Affidavit of Undertaking or MOA with DENR must be executed, a Gratuitous Permit must be issued, and prior clearance from affected communities or authorities is required. Applications are evaluated within working days, with permit approval by RED or PAWB Director.
Exportation and importation require CITES or Non-CITES Export, Import or Re-export Permits issued by DENR under applicable procedures and requirements such as inspection, legal possession documents, transport permits, and payment of fees.
Application and processing fees include P100 for Gratuitous Permit, P500 for Wildlife Collector's Permit and Wildlife Farm Permit, inspection fees ranging from P150 to P300, permit fees varying with permit type and scale, and charges for collection depending on species category.
Revocation grounds include ineffectiveness in wildlife law implementation, violation of DENR regulatory functions, failure to attend required trainings, or commission of acts against regulatory duties.
The RWMC provides technical assistance and scientific advice to DENR on species under its jurisdiction, evaluates permit applications such as WFP, WCP, and WSUP, and participates in evaluation and approval processes.
Wildlife Farm Permits have a validity of five (5) years or until project termination, and are renewable for the same duration upon compliance with renewal requirements.
