DOLE is tasked to promulgate the implementing guidelines for the proclamation.

The regular holidays for 2009 include Maundy Thursday (April 9), Good Friday (April 10), Araw ng Kagitingan (April 6, observed Monday nearest April 9), Labor Day (May 1), Independence Day (June 12), National Heroes Day (August 31), Bonifacio Day (November 30), Christmas Day (December 25), and Rizal Day (December 30).

Ninoy Aquino Day (August 21), All Saints Day (November 1), Additional special non-working days (November 2 and December 24), and Last Day of the Year (December 31).

The proclamation takes effect immediately upon its signing and must be published in a newspaper of general circulation.
