Executive Order No. 174 declares the municipal district of San Andres in the province of Quezon as a fifth class municipality starting July 1, 1963.
It was signed on October 5, 1965.
San Andres was declared a municipality by virtue of having realized an average annual revenue of more than four thousand pesos for the last four consecutive fiscal years ended June 30, 1963, as certified by the General Auditing Office, pursuant to Section two of Republic Act Numbered 1515.
San Andres is declared as a fifth class municipality, which is equivalent to seventh class pursuant to Republic Act Numbered 2368.
House Bill No. 4864 proposed the conversion of the municipal district of San Andres into a municipality and was approved by the House of Representatives.
The present elective municipal district officials continue as officials of the newly declared municipality until new officials are elected in the next general elections and have qualified.
Republic Act Numbered 1515 provides the legal provisions for the conversion, specifically Section two of that Act.
The General Auditing Office certified the average annual revenue of San Andres.
Diosdado Macapagal was the President who signed the Executive Order.
The effective date is July 1, 1963.
