The National Housing Authority (NHA) is designated as the administrator responsible for the development and administration of the housing and relocation site.

The NHA, together with the Department of Budget and Management, shall secure budget allocations for the project. Additionally, the AFP, PNP, and the Department of Education are to provide funds from their savings for site development and logistical requirements.

The Executive Committee, chaired by the General Manager of the NHA with members from the DSWD, HUDCC, AFP, PNP, and DepEd, is responsible for formulating policies including qualifications of beneficiaries, lot pricing, and payment schemes for the effective implementation of the order.

It is reserved as a relocation site for informal settler-families living in danger areas whose homes were destroyed by Typhoon Ondoy and those similarly affected by future catastrophes.

Section 5 provides a separability clause stating that if any portion is declared unconstitutional, it shall not nullify the remaining provisions, as long as the remaining portions can still be given effect.

Section 6 states that all executive orders, rules, regulations, and parts thereof inconsistent with EO No. 840 are revoked, amended, or modified accordingly.

The order took effect immediately upon its signing on October 23, 2009.
